According to the 911 transcript, the hotel manager described Payne as being heavily intoxicated and potentially under the influence of drugs, behaviors that were escalating in intensity. During the call, the manager emphasized the urgent need for help, repeatedly expressing concerns that Payne might harm himself due to his erratic behavior. The caller, later identified as the head of reception, revealed that Payne was breaking items in his room, further heightening the sense of alarm.
